When I arrived by train, it was raining, but I didn't even bring out my umbrella - I just waited under station's roof until the traffic lights changed and then went directly to the hotel in the matter of seconds. Barely got wet. You can hear station's announcements from the hotel's room, though (with the open window) - for me it was fine, but some people may get annoyed. And while the city's main attractions aren't close to the station, there isn't really any central point to the city - the museums are on the one side, the port and shops are on the other, so the station gets you a nice central location in-between. And bus stops very close.

Good sized room for Japan with a nice view across the river. Coffee machine in the lobby and small table with two chairs means you can comfortably have coffee in your room. Close to Abashiri JR station and rental car outlets with free parking.
